Is Pythonista able to interact with iOS settings?

I would like to have a script that:

enable/disable notifications for a specific application (e.g.: Settings > Notifications > My_App > Allow notification)

and

enable/disable cellular plan (e.g.: Settings > Cellular > My_Plan )

Are there specific settings that is not able to interact with?

No, there is no way (without jailbreak) that one app can affect the settings of another app.
