I have iPad IOS 13.1.3 along with ShortCuts and latest version of Pythonista and need a script to:
1. Launch Settings App (ShortCuts can do this no problem)
2. Tap on 'Safari' in the Setting list (need help with this)
3. Tap on 'Clear History and Website Data'
4. Tap on 'Clear' to clear
5. Exit

Please note that the 'Safari' and 'Clear History' entries may not be showing on the screen and only show when scrolling to them/.

I'm pretty sure that shortcuts can't simulate taps into other apps. That would be a huge security risk.
